In general, yes, you are more lucky on average with the stable releases [1]
than with snapshots.
In this particular case, no, the gnulib-20110216-stable.tar.gz release
contained the bug.
A better quality could IMO only be achieved through periodic builds on multiple
platforms. Simon collects build reports for gnulib [2], but not many machines
are participating so far.
