I'm the guilty party.
I did look at maint.mk around that rule, but didn't find a good,
fulfilling way to document that the whole thing feels like a house of
cards, and that it is nontrivial (as you've found) to diagnose

Failing that…
I guess anything at all would be welcome.

…how about just mentioning that for it to work, definitions/declarations should be in GNU format, identifier at the start of a line?
