In the past, we've often avoided such placeholders, as Gnulib is a source-code module and people can upgrade at their leisure. Since the app fixes are trivial, and since there's potential for trouble if apps had both Gnulib-placeholder and new-Glibc renameat2 implementations present, I'm somewhat inclined to avoid the placeholder.
