I don't understand.
Upstream does not have the other URL in the text, and it seems that it never
had:
http://www.gnu.org/licenses/fdl-1.1.html
http://www.gnu.org/licenses/fdl-1.2.html
http://www.gnu.org/licenses/fdl-1.3.html
As 'fdl.texi' is supposed to be identical to 'fdl-1.3.texi', we should simply
fix it here in gnulib. Did I miss something?
