It’s sad because it’s an incentive for projects that can afford it to do
their own thing independently, and then we lose consistency across GNU
manuals.

Sounds good to me (can you commit it yourself? if not I’ll do it).
BTW, with Fira Sans, headings don’t look that bad (to me); we could have
a copy of the font at gnu.org and import it.
