Details:

When GNUstep is drawing its windows decorations the app is hidden when the
last window is closed. The same thing does not happen when X11 is in charge of
window decorations.

How to reproduce.

1. Set GSX11HandlesWindowDecorations=no using defaults
2. Start an app (tested with PC and Gorm).
3. Open app Info panel.
4. Open app window, like Preferences in PC and Gorm
5. Close either one.
6. Close the other one.
--> App is hidden
7. Unhide and close app 

Then, 

8. Set GSX11HandlesWindowDecorations=yes
9. repeat 2. to 6.
--> App is not hidden (correct behaviour, app menu stays on screen).

I suspect there is a focus problem that is hidden by the decoration routines,
because app is hidden when focus is lost and there is no decoration to draw.
