Follow-up Comment #1, bug #17218 (project gnustep):

This functionality works fine for me with current SVN code but ...

I do notice some problems when GWorkspace is installed (which takes over the
role of launching things).  In this case the first attempt to use a service
fails with a 'failed to contact service provider' alert panel, but subsequent
attempts to use the service are fine.  This appears to be due to a GWorkspace
bug, returning NO rather than YES when it successfully launches the service
provider, so that the application requesting the service thinks that the
service provider has not been launched.

Is this the behavior you are referring to?
