Which means you are still missing some libraries.

I cannot reproduce this on a Debian Lenny machine:

$ apt-get source iceweasel && cd iceweasel-*
address@hidden:~/src/iceweasel-2.0.0.14$ debian/rules configure
[...]
creating xpcom/xpcom-private.h
address@hidden:~/src/iceweasel-2.0.0.14$ echo $?
0

XLIBS           = -lX11 
XT_LIBS                 = -lXt


As was suggested earlier in this thread, try `apt-get build-dep
iceweasel'.  This should work nicely for IceCat on Debian too.
