This is a privacy feature, not a bug. IceCat mis-reports the OS on
purpose so that IceCat users look the same as Firefox users on
Windows. It's a measure against fingerprinting, a technique of user
identification where information about the user's system is compiled
to differentiate him from other users.

In fact, the user agent string that IceCat uses is exactly the same as
the one the Tor Browser Bundle uses. This is not a coincidence.

You can use the User Agent Switcher extension, or adjust the user
agent in about:config, if you want. But if you're going to get rid of
its anti-fingerprinting, why even bother using IceCat?
