[Bug-gnuzilla] failed building gnuzilla/icecat 31.8 - missing debian tools on gentoo

hello,

updating from icecat 31.5.
below is the error i get when building gnuzilla/icecat from repo source.

my distro is funtoo (gentoo derived).

the makeicecat script needs to test for distro name/version.
gentoo distro's have this file '/etc/gentoo-release'
