[Bug-gnuzilla] GNU standards for IceCat

IceCat is one important browser. I have downloaded the source code, and
could not run it in some common GNU manner, but I had to rely on
README.IceCat which should be rather INSTALL file.

In the file: README.IceCat under BUILD FROM TARBALL, it is not mentioned
that root user cannot easily build it. The python virtualenv fails.

Also:
There is not mentioned this requirement:

configure:19930: checking for dbus-1 >= 0.60
configure: error: Library requirements (dbus-1 >= 0.60) not met;
consider adjusting the PKG_CONFIG_PATH environment variable if your
libraries are in a nonstandard prefix so pkg-config can find them.
