You might want to keep the .spec etc files in CVS but don't
put them in the distribution tar balls. That way end users don't
have to mess with them. In your README note that it's up to the
distibution people to send you updates, or you're eventually remove
them from CVS.
Remember, not everything in your development sandbox or CVS need
go into a distribution...
