cygwin po/ DESTDIR

[EXCOFFIER, Denis (CS SYSTEMES INFORMATION)]

Hello,

In order to install correctly on cygwin (where "mkdir //xxx" is not allowed, 
despite "mkdir /xxx" is), i had to change all the occurrences of "$(DESTDIR)/" 
into "$(DESTDIR)" in po/Makefile.in.in.

Please have it modified in the CVS sources accordingly for the next releases (> 
2.5.1a).
