Can we wait for something much shorter than 10s, to avoid tying up a
process for that long for no other reason than to determine if
timeout(1) exists?

That would only happen if true does not exist. If it does, it exits immediately and so does timeout. It would be different if I did "timeout 1s sleep 2" of course.

And are we sure that the other timeout program
adequately implements everything used by the testsuite

All we use is "timeout 10s blah".  Stefano confirmed that it works.
