[PATCH] build: update gnulib to latest; adjust quoting in tests

FYI, I've updated to the latest from gnulib.
That so few adjustments are required to the test suite
suggests that we have very few uses of quote/quotearg and/or
that grep has far less test coverage than bison and coreutils do.
