I respectfully suggest dfaconfig.h (or dfacustom.h) with

        #ifdef GAWK
        #ifndef HAVE_SETLOCALE
        #define selocale(x, y)  NULL
        #define static_assert(cond) ...

as the initial contents.

Couldn't gawk's dfaconfig.h include gawk's mbsupport.h?
