`groff -Tlatin1 -P-bcu' does the trick.

Put the following into man.local to separate man pages with ^L if
grotty is used:

  .rn an-header an-header-orig
  .de an-header
  .  if n \
  .    if \\n[cR] \
  .      if !\\n[an-first] \{\
  .        in 0
  .        nop \N'12'
  .        in
  .        ns
  .      \}
  .  an-header-orig

Note that you need the current CVS of groff for that; previous
versions of groff can't emit a form feed character.
