a couple of groff install issues

I just got groff-1.19 and had a couple things happen that I assume are bugs
since it is different then many other gnu packages.


1. In a side directory of the untarred bundle I did 
   ../groff-1.19/configure
   make

   The make failed due to not being able to find gnu.eps which is the untar
   tree. It would be nice if it knew to look over there.

   To work around I used the lndir ../groff-1.19 method since I install 3
   host compiles off the same tar tree.

2. When I made groff that was fine, but now the install says this

   The prefix directory `/tools/wdtgnu/groff-1.19' doesn't exist
  
   Most other gnu packages make this directory automatically.
