The comprehensive list of GNU make targets seems to be at http://www.gnu.org/prep/standards/html_node/Standard-Targets.html which says "All GNU programs should have the following targets in their Makefiles." This page still does not list a "man" target. Man pages are mentioned in passing under the "install" target.
