    [troff]: Map \[ti] correctly in \X escapes.
    [troff]: Map \[ti] correctly in device control escape sequences.
    * src/roff/troff/input.cpp (encode_char): Fix copy-and-paste error.
      \[ti] should put '~', not '^', into a device control command.
    Fixes <https://savannah.gnu.org/bugs/?61403>; problem introduced
    by me in commit 9d61b3d1, 1 October.
