For what the bugs dependent on bug #64301 want, saturating arithmetic would be
vastly more useful than wrapping arithmetic.

However #64301 is still a crasher (when the compiler flag `-ftrapv` is used)
so it needs to be fixed on its own terms.

Restrict that bug to those terms and undertake the saturation work here.
