Follow-up Comment #5:

Adjusting severity; using the "blocker" severity to mark release goals was an
experiment for 1.23.0 that not everyone liked.

(Savannah now has a ticket dependency system, so for 1.24.0 we simply have a
"release goals" ticket; see bug #65099.)
