Here is, perhaps, a more convincing demonstration of weirdness. I think this
is enough to reclassify the ticket as "incorrection behavior" from "feature
change".
$ cat EXPERIMENTS/buggy-hla.groff
.tm \n[.hla]
.ev spanish
.mso es.tmac
.tm .hla=\n[.hla], .hy=\n[.hy]
.ev
.tm .hla=\n[.hla], .hy=\n[.hy]
$ groff EXPERIMENTS/buggy-hla.groff
en
.hla=es, .hy=1
.hla=es, .hy=4
Pretty weird to pop the environment stack and have the hyphenation mode, but
not the hyphenation _language_, change.
