new manual

I'm not satisfied with the new manual yet, but I've updated the CVS
repository so now the new manual is the current. I've also written a
new programmer guide, which is far from complete. A while ago, I said
that I would separate the programmer guide from the user manual, but I
decided that that was included by this, mainly because automake
couldn't handle the situation where multiple texinfo files include
version.texi... Uggh.

To GRUB developers: Please write some part of the programmer guide. I
don't think I can have so much time to write the whole myself.
