boot disk creation

Find it impossible to create a boot disk with the the method described

dd if=stage1 of=/dev/fd0 bs=512 count=1
1+0
1+0
dd if=stage2 of=/dev/fd0 bs=512 seek=1
153+1 records in
153+1 records out


(the last two lines I get)
152+1 records in
152+1 records out

(is the 153 number the reason the boot disk wont boot?
is there a way round this problem??
