I think a version of cvsweb can solve this completely, which supports
dynamic archiving of CVS modules. I heard that Debian had such a
cvsweb package.

It's because the FSF decided that all GNU projects should move to
Savannah with no agreement. That was really radical and irritating for
me, so I have little will to update the web pages for their selfish
reasons.

(That's one of the reasons why I'm not very interested in working for
GNU any longer. Where is the "cooperative spirit"?)
