install grub on another ide-drive

Hi,
I have problems to install grub on a second ide drive and then boot from
this drive as first ide drive.

Setup is a PC104-Box with one ide hard-drive connected to it as /dev/hda.
then I put a microdrive in the pcmcia-adapter copy my system on this and
want to install grub on this drive.
the drive is connected as /dev/hdc (hd1) 
then start grub 
root (hd1,0)
setup (hd1)
grub installs fine.
Then I power off the machine plug the microdrive in a compact-flash to 
ide adapter and want to boot off this drive as hda. but the only thing I 
get is "GRUB" and nothing more happens.
If I boot grub from a grub-floppy and install grub on the microdrive it
boots correct.

(System is Debian woody / grub-version is 0.91)
Kernel is linux-2.4.17
 
So, how is the correct way to install grub on a second/third/x drive and 
after installing it there, I want to boot from this drive as first
ide-drive.
