That's because GRUB specifies a boot drive explicitly at the
installation time by default. You can change this behavior, using the
command "install" directly, so that GRUB uses a drive passed by BIOS
or another boot loader.

This was a workaround for buggy BIOSes, but I suspect that this may
have been merely a bug in GRUB, because we now know some BIOSes
trash a drive number when checking LBA support and GRUB has a
workaround for those BIOSes. So it might be a Good Thing to stop
embedding a drive number by default.
