Alternate Stage 2 install?

I have a very simple question.

How can I make a boot floppy with a stage 2 which supports networking (tftp)?

I configured grub with these options:
     ./configure --enable-diskless --enable-eepro100


...but when I use the install-grub script, or even try to run "./grub" from the
source tree, the network commands (like ifconfig) aren't there. Did I miss
something?
