Well, who loads Windows if it doesn't use the MBR?
I think your confusion comes from the ambiguous term
"bootloader". Windows uses two boot loaders. One of them is installed
in a MBR, while the other is installed into a partition. The former is
resposible for transferring control to the latter.
And, what "fdisk /mbr" does is to install the former but not the
latter, IIRC. If you want to install the latter, "sys c:" or something
is necessary.
