Generally yes, PC bios will map hd0 to the primary master IDE drive, and some newer bioses will allow you to boot from other drives. This is done by changing the mapping so the other drive looks like hd0. Since this mapping is done by the bios, it effects both grub and ntldr alike.

(Also when using the NTloader is the specification of the disk number affected by which drive you are booting from? I know this doesn't really belong here but it cropped up at the same time when modifying partitions loaded by grub and NTLoadr.)
