That may well be, but then so too should Debian Etch, which Ubuntu is based

Grub legacy lacked of the splashimage hack and RedHat added it.
Grub legacy did not conform to LSB and Ubuntu decided that stage* files
had to go to /lib/grub so that it conforms to LSB.

Grub developers are now working a lot on Grub2.
In my opinion they should focus on Grub2 and make a so good boot loader
that no distribution makes its own patch.

My sad conclusion is that your /lib/grub issue is not so important
compared to the development of grub2.
