The problem went away after running grub-install

usb_storage is loaded, but even with the USB drive listed in
/boot/grub/device.map (as (hd2)):
(hd0) /dev/hda
(hd1) /dev/disk/by-id/scsi-SIBM_DCAS-34330W_F3T92021
(hd2) /dev/disk/by-id/usb-Verbatim_STORE_N_GO_078A18B40293-0:0
and the drive has a boot record on it:
dd if=/usr/lib/syslinux/mbr.bin of=/dev/sda
update-grub does not detect anything of interest on hd2.
