Details:

Using an USB keyboard, grub in non-graphic terminal mode, a third party device
plugged into an USB 2 port disables the keyboard completely so that no boot
selection or modification can be done.
In very seldom, non reproducable, cases the keyboard works in grub if leaving
running Windows 10 with it's restart command. 
After the OS has started, the keyboard always works regularly.

Grub version 2.02 as installed by (X)Ubuntu

Mainboard:
ASUS P8H67-M with (newest) BIOS Version 3091

Keyboard:
Logitech Comfort Wave 450 plugged into an USB 2 port

Operating system:
Dual boot XUbuntu 18.04 / Windows 10
The problem occurs also when booting from an USB Stick plugged into an USB 2
port that contains a fresh install from the installation DVD.

The device that blocks grub-keyboard as listed by lswh (german output):
