`gsl_spmatrix_alloc_nzmax` segfault when using empty sparse matrix

Hello,

I posted a question on stackeroverflow as to why my simple program was causing 
a segfault and the person that solved my question stated that this was a bug in 
the gsl library. I'm using the latest version of gsl on ubuntu 20.04. The 
question contains the code that reproduces the error.
