Thanks for the contribution! I have just pushed this.

Tim, do you think that we'd better name this "tr.typ" because it isn't
automatically generated from *.ktouch.xml and we probably have Gökçen
as a maintainer?

Would you also be interested in creating a turkish translation of the UI
messages (initial tr.po is attached)?. You can test this in git by
putting it in po/, adding "tr" to ALL_LINGUAS in configure.ac, and
running ./autogen.sh.  Please tell us if you have any questions about
this.
