I think it would make sense to add it to the oggvorbis package, to have all the xiph related programs in one file. We could also rename the package to xiph (I hesitated in the first place as I was not sure about using a company's name, even though it is apparently a non-profit foundation).

 

While you are at it, you may as well add the speex input to vorbis-tools.
