bug#50196: GuixSD rottlog misconfiguration

In a default install, rottlog is used to rotate logs 

weekly and is configured to send mail to 

root@localhost.

However, the default install has no MTA so the 

mail is dumped into /root/dead.letter every 

week. 

No real harm, but I was confused by the 

repeated file creation.
