bug#53463: ci.guix.gnu.org not building the 'guix' job

Hello,

The issue here seems to be that the evaluations of the 'guix' jobset are
never finishing, even when the GC is not running.

I tried to strace one of the stuck evaluation process, it returns
repeatedly:
