You need to use a version of gzip for Windows rather than for DOS. GnuWin32
has an older version: http://gnuwin32.sourceforge.net/packages/gzip.htm
(“older”, but still newer than the DOS version you’re trying to use).
I’m not aware of any easily-installable newer release of gzip for Windows;
Debian has a build of gzip 1.9 for Windows (see
https://packages.debian.org/buster/gzip-win32 for links) but I’m not sure
it’s easy to extract.
7-zip supports gzip-compressed files and is available for Windows, see
https://www.7-zip.org/
