Yes, I am well aware (and very regretful of the whole situation).

    Is there any chance that the license becomes less restrictive in a
    future release? 

The main purpose of GNU Hello is to show how to implement the GNU
standards.  So if the GNU maintainer standards change, GNU Hello will
change to match.  Right now, the standards explicitly say to use those
cover texts.  (And I have discussed this at length with rms.)

I do not know what effect the new GFDL (and GFNDL or whatever the other
variant is) will have when it comes around; I admit I haven't looked at
the draft.  I hope it will be salutary.

    Otherwise I would have to remove the manual from the source for the
    Debian package

So it would seem :(.
