It looks like it is in init_partition:

# objdump --syms /boot/gnumach | sort | less
00146c70 l     F .text  000000ec read_vtoc
00146d5c l     F .text  0000027e init_partition
00146fdc l     F .text  000003c1 device_open

This is with gnumach (ie not oskit)
