Remove warning when compiling with gcc-3.0

When compiling with gcc-3.0, I get the following warning:

../hurd/hurd.h: In function `__hurd_fail':
../hurd/hurd.h:71: warning: deprecated use of label at end of compound statement

It appears from looking at locale/programs/locale.c (Thanks mmenal!)
that this is the way to fix it.
