If only this were true.  There is no encoding which will include all
of the Latin character sets I want.  This occurs for me in tagging
music files; I need both acute and grave accents on all vowels,
slashes on Ls and Os, haceks on Cs, and dots above As.  I can't get
all that in any single Latin character set around, and I am delighted
that the Ogg tagging standard specifies UTF-8.

You are certainly right that it's not a Hurd-specific question, and
Debian Hurd should probably just track what other people do, but we
should make sure all our parts do the right thing with UTF-8, and then
be ready to switch when Debian is.
