This mostly depends on your own preferences.  Both tasks require
similar skills, i.e. good knowledge of C and experience with large
code bases.  It boils down to if you want to take a tour of the Hurd
proper or Mach.

Others you might be interested in (given your initial choice), are
fixing tmpfs or nfs, or possibly implementing xmlfs.  The last two
require some domain specific knowledge though, but all of them mostly
involve learning how to write translators, like you would for procfs.
