Hurd build system things

I pushed some patches for the Hurd's build system, and similar things.  A
short summary:

  * some bug fixes and/or improvements regarding automatic regeneration
    of several files -- I hope I didn't break anything;

  * remove hurd/install-headers -- the main configure script together
    with »make install-headers« can be used instead;

  * add rules for build system targets -- in particular how to generate
    the configure script;

  * remove generated files (configure, doc/version.texi) -- for
    bootstrapping, running autoreconf is all you need;

  * replace the fragile manual »make dist« system with one based on »git
    archive« -- this addresses the issues we recently found.
