IMO the release should be made with whatever is currently in the tree.
After all, it’s stable enough to build the Hurd on Debian, so it can’t
be that bad (and we know it probably isn’t.)

Most importantly, making releases is vital to a project’s health.

(Yes, it’s still easier said than done, but if you think of it as “make
dist && upload”, it’s not out of reach either.  ;-))
