Yes, Perl as well as Git (and probably other tools) are now required for
building a distribution tarball; for generating the ChangeLog from the
Git commit log.


By the way, for simplicity, I have copied the gitlog-to-changelog script
into the Hurd, Mach, MIG repositories, but ideally this should be using
the gnulib bootstrap infrastructure instead.  This shouldn't be too
difficult to implement for Mach and MIG, but for Hurd, there's the
Automake conversion to be done first (for which I still have unfinished
patches from years ago), and for that to happen, first MIG RPC files
processing should be added properly into Automake upstream, instead of
using the gross hackery I put into GNU Mach yet more years ago, when
converting it to Automake.  Please tell if someone is interested in
working on that.
