No it doesn't:

root@hurdbox / # /bin/sh -c 'foo=$(echo bla>&2)'
bla
root@hurdbox / # /bin/bash -c 'foo=$(echo bla>&2)'
bla
root@hurdbox / # /bin/zsh -c 'foo=$(echo bla>&2)'
bla
