headers/ and include/

Question:  Why do we have a difference between headers/ and include/?  It 
might be a bug inet auto[conf/make], but having the stamp file appear in 
a generated directory is giving me problems when I want to run a make 
dist where $(srcdir)!=$(builddir)

I'm working on the weekly release thing.

No matter how big the bell, if you only tap it, it can give out only a
